The city of Rutland is located in Rutland County, Vermont. It is, in fact, the county seat of Rutland County. It was named in honor of the 3rd Duke of Rutland by Governor Benning Wentworth in 1761. High quality marble deposits were found there in the early 1800s, and the railroad came through shortly thereafter, cementing its prosperity. The first polio outbreak in the United States was in Rutland in 2894, with 132 residents stricken and seven dying. More than 100 victims suffered permanent paralysis. In 1903, the city enacted an ordinance which restricted the carrying of firearms, and that ordinance was heard by the Vermont Supreme Court, which, in a decision known as the “Vermont Carry” case, affirmed the right to carry firearms, per the Second Amendment of the United States Constitution.
