The fifth most populous city in Colorado, Lakewood was not incorporated until 1969, at which time its population was over ninety thousand. Prior to incorporation, the community received its law enforcement from the Jefferson County Sheriff Department, had several fire districts, and several neighborhoods without street lights. Lakewood was founded in 1889 by Charles Welch and W.A.H. Loveland.
