Colorado Springs, Colorado is the county seat of El Paso County. Founded by a Civil War General William Jackson Palmer, who was a surveyor in the Colorado Territory with the Kansas Pacific Railroad, who raised money to build his own railroad, the Denver & Rio Grande Railroad, after the Kansas Pacific declined to follow the Arkansas River. He established Colorado Springs as the first destination of the new railroad.
